Senate Passes Flood Insurance Bill

On Jan. 30, 2014, the United States Senate voted 67-32 to approve the Homeowner Flood Insurance Affordability Act (S. 1926), sponsored by Senators Menendez (D-NJ) and Isakson (R-GA).
This bipartisan legislation, an NAR member priority, calls for a 4-year timeout on rate increases triggered either by a property’s sale or a flood map update for a property with previously grandfathered rates. NAR provided Congress with expert testimony suggesting that many of these increases are excessive and inaccurate. The bill also creates a flood insurance advocate within the Federal Emergency Management Act (FEMA) to investigate home owner complaints of multiple different or excessive rate quotes.
The Senate vote sends the measure to the House of Representatives, where Reps. Grimm (R-NY) and Waters (D-CA) have already built an impressive list of 181 co-sponsors in favor of the bill; a total that is 30 votes shy of a House majority NAR will redouble its efforts there to persuade the House leadership to bring a similar bill up for a floor vote at the earliest opportunity.


30 gennaio 2014Il 30 gennaio 2014 , il Senato degli Stati Uniti ha votato 67 voti a favopre contro 32 per approvare la legge di abitazione all'assicurazione contro le piene  ( S. 1926) , promosso dai senatori Menendez ( Democratici - NJ) e Isakson ( Repubblicani - GA) .Questa legislazione bipartisan, una priorità per i membri del NAR
(associazione nazionale degli agenti immobiliari), chiede un timeout di 4 anni sugli aumenti dei tassi, dovuti sia alla vendita di un immobile o ad un aggiornamento delle mappe di alluvione per una proprietà con aliquote con precedente clausola di salvaguardia . Il NAR (associazione nazionale degli agenti immobiliari) ha fornito al Congresso la testimonianza di esperti suggerendo che molti di questi aumenti sono eccessivi e imprecisi. Il disegno di legge crea inoltre un difensore all'interno della Federal Emergency Management Act ( FEMA ) per indagare sulle denunce dei proprietari di case a riguardo di prezzi e tariffe assicurative eccessivi. Il voto del Senato invia il provvedimento alla Camera dei Rappresentanti , dove  Grimm ( Repubblicano - NY) e Waters ( Dedomocratico - CA ), hanno già costruito un impressionante elenco di 181 co-sponsor a favore del disegno di legge. Il NAR sostiene che saranno raddoppiati gli sforzi lì per convincere la leadership della camera a portare una legge simile al voto alla prima occasione .

WASHINGTON, D.C. Congresswoman Maxine Waters (D-CA), Ranking Member of the House Financial Services Committee, lauded tonight’s Senate vote to move forward with debate on the Homeowner Flood Insurance Affordability Act, bipartisan legislation introduced in the House and Senate to fix the National Flood Insurance Program (NFIP).
The Senate voted 86-13 on the procedural motion, which would delay increases in flood insurance premiums until the Federal Emergency Management Agency (FEMA) puts in place a plan to ensure they are implemented affordably.

This key vote in the U.S. Senate is a clear indication of the strong, bipartisan support for comprehensive legislation that will fix the problems with the National Flood Insurance Program.

While flood insurance reform was well intended, FEMA’s poor implementation, inaccurate mapping and incomplete data have led to unreasonable and unimaginable increases in premiums. Today the Senate took a major step forward to ensure that not one more family suffers from increased premiums, depressed home prices, or the inability to buy or sell their home. This legislation would ensure FEMA undertakes program changes in a way that will not cause harm, by delaying implementation until it provides Congress the facts on how rate increases will affect homeowners. It will also give us the information we need to go through the program piece-by-piece and fix any outstanding affordability issues.
I hope this vote is an early indication of the strong bipartisan support this legislation enjoys – in both the House and the Senate.”
A vote on final passage could occur as early as the end of this week. The measure will then move to the House of Representatives, where it has 180 cosponsors from both sides of the aisle.
